Subject: Circular on Organizing Remote
Administrative Work During the Current Period
Greetings,
Given the exceptional circumstances the region is going through, and out of Qatar
University's concern for the safety of all its members, and to ensure the continuity
of work and services provided to the university community, and in line with the
directives issued by the competent authorities in the state, please adhere to the
following guidelines for organizing work during this period as follows, until further
notice:
First: Work Organization
- Continue applying the remote work system not exceeding 70% of the total number,
prioritizing mothers and people with disabilities, provided it does not affect work
requirements, while 30% of employees work from the workplace. Departments must
organize work on a rotational basis among employees.
- The direct manager in each entity is responsible for organizing work schedules
within the department to ensure work continuity and uninterrupted services, with the
possibility of calling employees to attend the workplace.
- Due to the adoption of the rotational work mechanism, all employees must remain
within the State of Qatar during this period and be ready to come to the workplace
whenever requested. Therefore, remote work from outside the country is not
permitted.
- Departments will continue to provide their services to university members (students,
faculty, and staff) through the university's approved systems and platforms.
Second: Responsibilities of Direct Managers
Department managers and section heads, each within their jurisdiction, shall:
- Organize work within their departments to ensure continuity and uninterrupted
services.
- Identify employees whose job nature requires attendance at the workplace and
distribute tasks to ensure proper workflow.
- Monitor employee performance and ensure completion of assigned tasks according to
work requirements.
- Maintain effective communication channels with work teams and regularly follow up on
workflow.
- Report any observations or challenges that may affect workflow to the competent
authorities according to the approved administrative hierarchy.
Third: Obligations of Administrative Employees
- Commit to the university's official working hours.
- Follow up on assigned job tasks and implement them according to the direct
manager's instructions and work requirements.
- Be present and interact with the direct manager and work team via the
university's approved communication means during working hours.
- Use the university's approved systems and platforms to complete work and
communicate, as announced by the Information Technology Department.
- Maintain the confidentiality of institutional data and information and refrain from
using any unauthorized platforms or tools.
Fourth: Systems and Regulations
All approved policies and regulations at Qatar University remain in effect, including
human resources systems and job controls, unless otherwise stated in this circular or
any subsequent instructions.
Conclusion
The university affirms that these procedures are part of its concern for the safety of
all its members and ensuring work continuity efficiently during this stage, and to
support university employees. These arrangements remain subject to review or
modification based on new developments or instructions from the competent authorities in
the state or the university administration, to serve the public interest and ensure
business continuity with efficiency, quality, and safety.
